Change in Property Management for Waters Edge at Briar Bay. 

Dear Homeowners

The Board of Directors is writing to inform you of an upcoming change in our community’s management. Starting Wednesday, April 1, 2026, and continuing through Thursday, April 30, 2026, Phoenix will undergo a transition period with our new property management company. During this transition, homeowners will continue to work with the current management company until the end of business on Thursday, April 30, 2026.

Effective May 1, 2026, we are pleased to announce that Reef Property Services will begin providing full-service property management for Waters Edge at Briar Bay. We would like to thank Phoenix Management Services for their time with us and wish them well.

We are confident this transition will enhance the service and maintenance of our property and look forward to a productive partnership.

What This Means for You:
1. Assessment Payments
Please stop all automated payments (ACH/Auto-pay) to Phoenix Management Services effective April 30, 2026. In the coming weeks, you will receive a “Welcome Packet” from Reef Property Services via mail and /or email . This packet will contain instructions on how to set up your new payments for your monthly assessment dues .

2. Maintenance Requests & Violations
Phoenix Management Services remains the active point of contact until their contract officially expires on April 30, 2026 . StartingMay 1st, 2026 all new maintenance requests, architectural review (ARC) applications, grievances forms, estoppel information, and any questions about community rules should be directed to ReefProperty Services , the registered agent for Waters Edge at Briar Bay.

3. Transition Period
During the month of April 1 through April 30, Phoenix Management Services will finish their current duties. We ask for your patience as records and files are transferred. Reef Property Services will be reviewing those files immediately upon the takeover to ensure nothing is missed.

To ensure a smooth transition and to protect you from potential phishing or scams, please look for an official Information Package arriving in your physical mail and/ or via email during the next month. This package is legitimate and will contain the following essential items:

  • Portal Access: Instructions and unique credentials to log into our secure homeowner portal for dues payments and maintenance requests.
  • Contact Information: Direct lines and email addresses for your new dedicated management team.
  • Data Verification: A brief form to update your contact details and emergency information. This ensures our records—which may be outdated from the previous transition—are accurate.

Spring Safety Reminder – Property Boundaries & Wildlife Awareness

Dear Residents,

We would like to share a friendly community reminder regarding property boundaries and seasonal safety.

During this time of year, wildlife activity increases throughout our landscaping and common areas. Snakes, spiders, birds, iguanas, raccoons , voles , and all types of insects and animals often nest in shrubs, trees, flowerbeds, grass and ground cover as they prepare for the birth or egg laying of their young.

For everyone’s safety, please ensure that you, your children, pets, and guests remain on sidewalks, designated common areas, or your own property, unless you have explicit permission from another homeowner to enter their property.

Avoid entering landscaped beds or areas where wildlife may be present. These precautions help reduce the risk of injury, accidental disturbance of nesting animals, and potential liability concerns for homeowners.

We appreciate your cooperation in keeping our community safe, respectful, and enjoyable for all residents.

Important Safety Alert: Increasing Vigilance and Property Boundaries

Dear Waters Edge at Brair Bay Neighbors,
We are writing to bring your attention to the recent reports of vandalism and unauthorized trespassing within Waters Edge by neighboring adolescents from another subdivision. . As we all know, our community is open and welcoming, which is wonderful. However, because we do not have a private gate within the community we often have visitors or residents from surrounding subdivisions passing through.
To ensure the safety and privacy of everyone, please remember to stay on personal property or designated common areas only. To maintain the safety and integrity of our community, we are asking all residents to remain vigilant. Let’s keep at the forefront that we may not recognize every face we see, so respecting property lines is essential to avoiding confusion.
 
Respecting Private Property
First and foremost, we must emphasize that personal property boundaries must be respected at all times.
“Residents and guests should remain on common areas or public sidewalks and strictly avoid entering the private lots, yards, or driveways of others without an explicit invitation. Trespassing, even if unintentional, compromises the privacy and security we all value”.
Ways to Stay Vigilant:
  • Report Suspicious Activity: If you witness active vandalism or see individuals on property where they do not belong, please contact local law enforcement immediately.
  • Secure Your Home: Ensure that outdoor lighting is functional and consider utilizing motion-sensor lights or security cameras to deter unwanted activity.
  • Create a Routine”: Please make a habit of securing vehicles, locking front doors, and bringing valuables inside every evening.
Taking Action Together
Community safety is a collective responsibility. We want to inform you that through methods of communication implemented by Board Along with the assistance of community members we were able to locate and identify the individuals responsible for the vandalism.
We kindly request that homeowners review the footage from their security cameras on Saturday, February 21, 2026. You may not be aware that you could unknowingly be a victim of these individuals. We encourage you to file a police report so that local authorities can identify patterns in our area.
 Additionally, please share this information with the Association’s for our records. By looking out for one another and reporting incidents promptly, we can discourage these acts and keep our neighborhood a safe place to live. .

Parking Rules and Safety Guidelines

Dear Valued Residents of Waters Edge and Briar Bay,

The Board of Directors wishes to remind all homeowners and their guests of the established rules and vital safety guidelines regarding vehicle parking within our community. These rules are in place to ensure the safety of all residents, guests, and emergency personnel, and to maintain the aesthetic and functional integrity of our common areas.

Key Parking Regulations & Safety Reminders:

  • No Blocking Access: Vehicles may never block driveways, sidewalks, or impede the flow of traffic. Sidewalks must remain clear for pedestrian safety and accessibility.
  • No Parking on Grass: Parking on the grass is strictly prohibited at all times, as it can damage the community’s sprinkler systems and landscaping.
  • Emergency Access: Vehicles must be parked at least 15 feet away from fire hydrants and 30 feet away from stop signs to ensure clear access for emergency vehicles.
  • Proper Direction: All vehicles must be parked legally in the direction of traffic flow, as required by state and local laws. Parking against the flow of traffic is illegal and prohibited.
  • Parked Vehicles narrowing the Roads: Two-way streets in a community can obstruct emergency vehicles and neighboring residents due to limited space for passing, turning, and maneuvering, which can lead to significant delays in emergencies and restricted access to properties
  • Cul-de-sacs Are Not Parking Lots: While not explicitly detailed in our documents, state and local laws apply. Parking in a cul-de-sac in a manner that obstructs traffic or creates a safety hazard is a violation. The cul-de-sac is designed for turning around, not for long-term or overflow parking.
  • Police intervention: Emergency services, Homeowners and the Association may contact the local police department if improperly parked vehicles are obstructing access throughout the community, Vehicles may be ticketed and/or towed to clear the path.
  • HOA enforcement: The HOA can use its own rules to enforce parking restrictions, such as levying fines or taking legal action to get the vehicles removed, especially if a resident repeatedly violates the rules.
  • Public Safety: Ultimately, the goal is to ensure emergency vehicles can access the community in case of a fire, medical emergency, or other crisis.

What drivers should do

  • Do not park in a way that obstructs emergency access. This is a violation of both state traffic law and HOA rules, and can have severe consequences.
  • Be mindful of community rules. Understand and follow the HOA’s parking regulations to prevent being fined or having your vehicle towed.

Why This Matters:

Recently, and reported instances of improper parking have created significant safety hazards, forcing residents to navigate dangerous situations to avoid collisions and the police department was called. These rules are not just “guidelines” they are essential for the well-being of every person in our community. Please familiarize yourself with your governing documents Florida State, and local laws prior to having an event at your properties . It is always best to contact the Property Management for guidance if unsure about rules and regulations.

Policy Update:

The Board is currently working on formalizing a more detailed parking policy to address ongoing concerns. Your cooperation is appreciated as we work together to keep Water’s Edge and Briar Bay a safe and enjoyable place to live.

Please ensure that you and your guests adhere to these rules immediately. Enforcement actions, including fines and towing, will be applied to vehicles in violation.

Landscape Maintenance

NOTICE: A Better Looking Landscaping, LLC – Landscape Maintenance Information

Dear Residents,

A Better Look Landscaping, LLC provides lawn and landscape maintenance services for the HOA. Below are the details of the services and schedule:

Maintenance Schedule:

  • Weekly: From May 1st to October 31st.
  • Bi-Weekly: From November 1st to April 30th.
  • Monday through Wednesday, weather permitting.

Services Include:

  • Turf Maintenance: Mowing in front and back yards.
  • Hedge Trimming: Hedges up to 8′ tall in front and back yards.
  • Weed Control: Driveways, landscape beds, and tree rings in front and side yards.

Backyard & Special Instructions:

  • To exclude backyard maintenance, place a red reflector at all gates leading to your backyard.
  • To exclude specific bushes, hedges, trees, or shrubs, place a red reflector in front of them.

Additional Services:

  • For trimming hedges taller than 8′, services can be assessed and quoted on a per-job basis. Please contact both POC’s below to schedule an appointment.
